Side by side with strong absolutist states, foremost Prussia, there still existed in Germany local corporate (ständisch) institutions which had virtually disappeared in England and had become considerably weakened in France. The conditions under which historical writing took place differed from those in England and to a lesser extent from those in France. While in England history was most frequently written by men of leisure, and in a few cases women such as Catherine Macaulay,27 who wrote for a market, in Germany – and to a certain extent in France – many historians were attached to universities; in Germany history had been taught at the universities since they had been reorganized by Phillipp Melanchton (1497–1560) during the Protestant Reformation.

In its commitment to telling a coherent story, it differed from the chronicle-like accumulation of events of much historiography prior to the Enlightenment. 19 It wanted to transform history into a scientific enterprise, but was less concerned with creating historical accounts than with rigorously examining the veracity of the sources on which such accounts rested. From the perspective of critical scholarship, the authors of the great narrative histories to which we just referred had not been sufficiently careful in their use of sources.

But while the terms ‘people’ (French peuple) and ‘nation’ acquired a very different connotation with the French Revolution – the nation consisting of its citizens – Herder saw the Volk as an organic unit, a super-individual, passing like individual persons through stages of growth from birth to death. 40 The poetry of a people was a prime indication of its character and the earlier and more original the poetry was, the less contaminated by civilization and therefore the more valuable it was. Herder was later interpreted by German and Slavic nationalists to justify their rejection of the democratic values of the Western Enlightenment.
